Providing your Personal Public Service Number (PPSN) allows a basic check with data held by the Department of Social Protection. This will help confirm your identity details and help to protect the integrity of the register.
  
  
If you do not, or cannot, provide a PPSN, you will need to complete the Seanad Éireann Electoral Registration Witness Form, available here. Once completed and signed by the relevant authority, upload a copy of this form with your application. Your digital file can be in pdf or jpg format.

Seanad Éireann elections in the Higher Education constituency will take place by postal ballot. You must provide a complete current address and a complete address for ballot papers. Qualification Details

To be eligible to register as an elector in the Higher Education constituency, you must have hold a bachelor’s degree, master’s degree, or doctoral degree from a designated institution.

Designated institutions mean the National University of Ireland and other institutions that are designated under the Higher Education Act 2022. The definition includes institutions that have been dissolved and had their functions transferred to a designated institution. The full list of designated institutions can be found here.

Only one degree is required, but you can enter the details of up to two degrees in this section. The degree you received most recently will be easiest degree for an institution to verify.

Certificates, diplomas, higher diplomas, postgraduate diplomas and honorary degrees do not fulfil this requirement.

If you have received a degree from NUI and/or Trinity College Dublin, you should include these details.

Graduates of NUI and/or Trinity College Dublin

The new Higher Education constituency will take effect for Seanad Éireann elections held from 1 June 2025. Elections for the 27th Seanad took place in January 2025 and used the NUI and Trinity College Dublin registers. If vacancies arise in the NUI or Trinity College Dublin constituencies during the lifetime of the 27th Seanad, they will be filled by a bye-election of consenting NUI or Trinity College Dublin graduates from the Higher Education constituency register.

If you have received a degree from NUI, or from Trinity College Dublin, or from both institutions, you must enter the details below to be eligible to be included in the register for possible arising bye-elections in these constituencies.
